The deafening silence of Haitian diplomacy in response to these violations constitutes a blatant abdication of responsibility.
Three reasons explain this: the institutional impotence of a crumbling state; economic dependence on its neighbor, leading to strategic paralysis; and the cynical abandonment of the poorest migrants by disconnected elites.
This silence amounts to complicity in human rights violations and the humiliation endured by thousands of Haitian citizens.
Protecting its nationals is a fundamental duty of any state. Port-au-Prince must break this mournful silence to demand respect for international law.
