The revelation of corrupt practices within the Ministry of National Education and Vocational Training (MENFP) by the Unité de lutte contre la corruption (ULCC) confirms what many suspected: the Haitian education system is undermined by calamitous management, and the minister at the time, Nesmy Manigat, bears a heavy responsibility.

The ULCC’s damning report, the result of a complaint by the MENFP Teachers’ Union (SEMENFP), sheds light on a network of fraud, embezzlement and waste that is corrupting the institution.

In the face of these serious allegations, the silence of the minister at the time, Nesmy Manigat, was deafening.

Worse still, the threats made against trade unionists who dared to denounce these abuses reveal a desperate attempt to stifle the truth.

Under the leadership of Nesmy Manigat, the MENFP has accumulated a series of failures: repeated delays in the payment of teachers, lack of transparency in the allocation of public funds, misappropriation of resources intended for schools, and so on.

These malfunctions were not mere administrative errors, but the symptoms of a rotten system in which self-interest took precedence over the future of millions of students.

The ULCC investigation must be the start of a rigorous, uncompromising judicial process. Those responsible must be punished, whatever their rank or political connections.

Haitian society, and especially teachers, parents and students, deserve honest ministers in the field of education.

Education is the pillar of development; refusing to punish those who plunder it is a crime against the country’s future.

Nesmy Manigat must answer. If he cannot justify his management, he must go to prison.
