A damning report by the Unité de Lutte Contre la Corruption (Anti-Corruption Unit) puts the former Protecteur du citoyen, Me. Renan Hédouville, who, during his time at the Office de la protection du citoyen, became a real squanderer of public funds.
Indeed, the Unité de Lutte Contre la Corruption (ULCC) reveals that the former Protecteur du Citoyen, Renan Hédouville, transformed the Office de la Protection du Citoyen (OPC) into a family business, embezzling over 16 million gourdes in per diems and plane tickets for unfulfilled missions, between 2019 and 2024.
His daughter Régine Hédouville Louis also received 1,979,580 gourdes for six missions, some of which are not supported by any documentary evidence. Régine’s husband, Tex Willer Celafoi Louis, officially presented as a simple coordinator, received 1,821,780 gourdes, whereas records show that he only left the country in 2024, i.e. after the dates of the trips for which he had already been paid. The report also reveals that no tender was issued for the selection of the travel agency “Sans Souci S.A”, the sole provider for all tickets. ULCC notes that this choice was not based on any public contract, but solely on personal connections. For example, a check for 500,000 gourdes was issued to Tex Willer Celafoi Louis by this agency, without any clear justification.
The Unité de Lutte Contre la Corruption (ULCC) (Anti-Corruption Unit) is calling for public action to be taken against Renan Hédouville, his daughter, son-in-law and other employees of the institution who played a major role in the corruption.
