He specifically criticized the minister for <strong>failing to provide the army chief\u2019s signature specimen<\/strong> to the Ministry of Economy and Finance, thereby blocking disbursements for the armed forces. <em>\u201cThis is a clear example of dysfunction,\u201d<\/em> he stated.<\/p>\n<p>But the issues extend beyond the Ministry of Defense. The CPT president also highlighted <strong>bureaucratic delays<\/strong>: files shuffle between the <strong>CNMP, the Court of Accounts, the Planning Ministry, and the MEF<\/strong> without real coordination. <em>\u201cIt\u2019s as if there\u2019s no table where 12 people can sit to make decisions,\u201d<\/em> he lamented.<\/p>\n<p>In a sharp tone, he denounced the <strong>inaction in the face of the crisis\u2019s severity<\/strong>: <em>\u201cIt\u2019s as if we were in Switzerland or Sweden, while here, thousands of people are displaced, raped, and suffering.\u201d<\/em><\/p>\n<p>Fritz Alphonse Jean also raised another crisis: the <strong>mass exodus of skilled public administration officials<\/strong>, worsened by the <em>\u201cBiden Program\u201d<\/em>, which has facilitated the departure of many experienced civil servants.
