A major rift has erupted within Haiti\u2019s executive branch. Fritz Alphonse Jean, coordinator of the Transitional Presidential Council (CPT), has publicly accused Foreign Affairs Minister Harvel Jean-Baptiste of making widespread and incompetent diplomatic appointments, tarnishing the country\u2019s reputation.<\/p>\n
In an interview with Le Nouvelliste, Mr. Jean revealed he categorically rejected \u201chundreds of appointments\u201d to embassies, describing the situation as \u201cshameful.\u201d He cited instances of \u201caround fifty people appointed to embassies that can only accommodate 10 or 15,\u201d forcing staff to work \u201cin shifts.\u201d<\/p>\n
\u201cI told the minister no\u2026 but he did it anyway,\u201d Jean fumed, claiming he verified the excessive appointments on available lists. This crisis partly explains the institutional paralysis: only two Council of Ministers meetings have taken place since March 7.<\/p>\n
Fritz Alphonse Jean justified the deadlock, stating, \u201cThe Council of Ministers is not about appointing incompetent directors general\u201d but should address \u201cstructural issues.\u201d He suggested that other CPT members and Prime Minister Alix Didier Fils-Aim\u00e9 may be complicit in these waves of appointments.<\/p>\n
